The Board is responsible for the leadership, strategy, and priorities of MJAP. They are charged with the delivery of the overall mission, program direction and for the day to day running of the program. It is comprised of:

Prof. Moses R. Kamya (Ph.D.) -BOARD CHAIRPERSON

Department of Medicine, Makerere University College of Health Sciences

Dr. Kamya (M.B.Ch.B, M.Med, MPH, PhD) is a Professor of Medicine at Makerere University College of Health Sciences and Executive Director of the Infectious Diseases Research Collaboration (, Uganda. 

He is a past Chair of the Department of Medicine and past Dean of the

School of Medicine at Makerere University. He has training in Internal Medicine (Makerere University) and in Public Health (University of California at Berkeley, USA). 

He is a founder member of MJAP, the Infectious Diseases Institute (IDI) and

IDRC. He chairs the Ministry of Health National AIDS Committee and is the

Board Chair of the Makerere University Hospital Services. He is also a Board member of Ernest Cook Ultrasound Research and Education Institute (ECUREI) at Mengo Hospital. 

In 2016, he was recognized for his exemplary contribution to the Health and

Medical Sciences and was admitted as a fellow of the Uganda National

Academy of Sciences (UNAS). In 2018, Dr. Kamya received the University of California Berkeley (UCB) School of Public Health honor as one of the 75 most influential public health alumni over UCB 75-year history

Dr. Harriet Birabwa-Oketcho

Dr. Birabwa-Oketcho (MB.Ch.B, MMed(Psy), PostGradDip,DHOS) is a Senior

Consultant Psychiatrist and Head of the Clinical Department at Butabika National Psychiatric Referral Hospital with over 18 years’ experience in offering clinical care to patients with mental illness including HIV related psychiatric problems. 

She holds a PGD in Hospital and Healthcare Management from Uganda Management Institute, a Commonwealth Professional Fellowship attained at the East London NHS Foundation Trust and both a master’s degree in psychiatry and a bachelor’s degree in medicine and surgery from Makerere University. 

Dr. Birabwa-Oketcho’s interests include Mental Health, Psychology, Stress and Caregivers as well as Religion/Spirituality.

Dr. Zepher Karyabakabo- Uganda AIDS Commission

Chair Technical Committee of the Board

Dr. Zepher Karyabakabo (MBChB, MPH) is a medical doctor and a Public

Health Specialist. He has been in clinical and public health practice for over 30 years. He is currently the Director of Policy, Research and Programming at The Uganda AIDS Commission. 

He has previously served as a medical officer and District Health Officer. He has also previously served as a mentor and field supervisor for the

Makerere School of Public health (MakSPH) HIV Fellowship Program as well as the MakSPH MPH Program.

Dr. Rosemary Byanyima Kusaba- DEPUTY BOARD CHAIRPERSON

Dr. Rosemary Kusaba Byanyima is a Senior Consultant Radiologist and the Deputy Executive Director of Mulago National Referral Hospital.

She joined Mulago in 1993 as a Medical Officer and later did her Masters Degree in Medicine in the Diagnostic Radiology at Makerere University. She holds an Executive MBA from Eastern and Southern African Management Institute (ESAMI).

Dr. Byanyima has held various leadership offices: Head of Radiology

Department (2005-2011), Chair of Radiology Department under Makerere

University Faculty of Medicine (2007-2008) and Member of Atomic Energy Council and Uganda Medical Board. She is a Visiting Professor of Radiology for Mbarara University of Science and Technology and also the Chairperson of the National Advisory Committee on Medical Equipment (NACME).

Mrs. Naome Kiconco Ochieng

Makerere University Legal Unit-Member

Mrs. Ochieng is an advocate of the High Court with over 10 years’ experience as an in-house legal counsel at Makerere University.

She holds a Bachelor’s Degree in Law (LLB), Post graduate Diploma in

Legal Practice (DLP), Post Graduate Diploma in Public Administration and Management (PGDPAM), Masters in Theology and Contextualized Pastoral Ministry.

She is passionate about Corporate governance, compliance, policy formulation, and promotion of Human Rights, Alternative Dispute Resolution, among others.

Dr. Kajja (MBCHB, M.MED (Orthopaedics), FCS (ECSA), PhD (UMCG-The

Netherlands) is currently the Deputy Principal College of Health Sciences, Makerere University. He is a healthcare practitioner, specializing as an Orthopedic Surgeon.

Dr. Kajja’s interests are Arthroplasty, Arthroscopy and research in Transfusion medicine.

Dr. Fred Collins Semitala

Executive Director & Secretary to the Board

Dr. Semitala is the Executive Director and Secretary to the Board. He trained as a physician at Makerere University and trained in evidence-Based Medicine from the Institute of Tropical Medicine, Belgium. He has a Master of Public Health in Epidemiology from the University of California Berkeley, USA and postgraduate training in implementation Science from the University of California San Francisco.

Dr. Semitala has over 20 years of experience in HIV-care and training and over 14 years of HIV programming & research.  He oversees the largest HIV clinic and Centre of Excellence in Uganda. His research interests are in implementation research and capacity building for an improved HIV care cascade, HIV associated TB and integration of other co-morbid conditions into HIV care

Chair Human Resources and Administration Sub Committee of the Board

Umar Kakumba  is Associate Professor (Public Sector Management) and Deputy Vice Chancellor (Academic Affairs), Makerere University. He is the immediate former Dean of the Faculty at School of Business and Management at Makerere, a position he held for eight years. He previously served as Head, Department of Management at Makerere University.

He is an alumni and visiting research fellow at the University of Cambridge, UK, where he completed a Post-Doctoral Fellowship program in 2014. He holds a PhD in Public Affairs (University of Pretoria, Faculty of Economic and Management Science); a Master’s of Public Administration & Management; a BA (Social Sciences) from Makerere University; and a Diploma in Business Administration.

He has researched and consulted extensively in the broader realm of

Management Studies (with a bias in Human Resources Management and Public Financial Management). He has published numerous articles in internationally accredited journals and has presented papers locally and internationally. 

He is external examiner and visiting professor at The University of Fort

Hare; University of Pretoria, University of Kwa Zulu Natal, University of Rwanda, The Nelson Mandela Metropolitan University, and the Uganda Management Institute.

Mr. Mugumya is a Financial management and Accounting professional and currently works as a private Consultant in Financial management and leadership. He holds a Bachelor of Commerce Degree and a Masters in Business Administration.

Mr. Mugumya has over 15 years serving at Director level managing and leading multi tasked teams to deliver health and development programs. Over the years, Mr. Mugumya has managed annual budgets worth $20m to $25m, and has led countrywide teams in the range of 500 staff to deliver HIV/AIDS health services

Dr. Joshua Musinguzi

Dr. Joshua Musinguzi

Dr. Joshua Musinguzi is the Program Manager, AIDS Control Program at the Uganda Ministry of Health. In this capacity, Dr. Musinguzi leads the coordination of HIV prevention, care and treatment services in Uganda. 

Through strengthening the national capacity to coordinate and implement a multi-sectoral response to the HIV & AIDS epidemic, the AIDS Control Program has seen a slowing the epidemic in Uganda.

Dr. Stephen Watiti

Representative of people living with HIV/AIDS – Member

Dr. Watiti studied medicine from Makerere University and currently works at the National Forum of PLHIV Networks in Uganda (NAFOPHANU). He also worked as a medical officer at Rubaga Hospital Kampala and at Mildmay Uganda before going into consultancy work focusing on HIV and AIDS. 

Dr. Watiti writes a weekly column in The New Vision; Uganda’s leading daily   titled:  “Towards Zero” and has published two books: “HIV and AIDS: 100 Commonly asked questions”, and “Conquering HIV and AIDS:

My personal experience of living with HIV”.

Associate Professor Gertrude N. Kiwanuka

Faculty of Medicine, Mbarara University of Science and Technology (MUST) –Member

Dr. Gertrude N. Kiwanuka is an Associate Professor in the Department of

Biochemistry, Faculty of Medicine, Mbarara University of Science and

Technology. She joined Mbarara University of Science and Technology in

1992 as a Master of Science postgraduate student. She holds a BSc. degree

(Makerere University), a MSc. Biochemistry degree (MUST), a PhD in Biochemistry degree (MUST), and postdoctoral training in immunology of malaria infection at the Division of Parasitology, MRC National Institute for Medical Research, London, UK.

Dr. Kiwanuka has held various leadership offices at MUST including Head of Biochemistry Department (2013-2017), Dean-Faculty of Medicine (20172021), and Member of MUST University Council. As the Vice Chairperson of MUST Research Ethics Committee since 2013, and the Program Director of the Fogarty International Center (FIC)-funded “Mbarara University Research Ethics Education Programme”, she has contributed to building research and multi-level research ethics capacity at MUST. Her areas of interest are in molecular studies and mechanisms of pathogenesis of infectious diseases, particularly malaria and HIV, non-communicable diseases – diabetes, cardiovascular diseases, cancer, and research ethics.

Dr. Barigye Celestine

Chair Procurement and Risk Management Committee

Dr. Barigye is the Director of Mbarara Regional and Referral Hospital. Prior to this appointment, he served as the Technical and Personal Assistant to the Honorable former Minister of Health, Dr. Ruhakana Rugunda. Dr. Barigye has also served as Bushenyi District Health Officer and a Lecturer at Kampala International University. 

Dr. Barigye graduated with a Bachelor of Medicine and Science (MBchB) from the Mbarara University of Science and Technology where he also completed his internship training. He went on to receive a Masters in Public Health with a concentration in International Health at Melbourne University, Australia.

His research interests include infectious diseases with attention to HIV, malaria, pneumonia and diarrhea in developing countries
