SENIOR MANAGEMENT TEAM

The MJAP Senior Management team handles the administrative, management, reporting and resource mobilization for the program. It is comprised of:

Dr. Fred Collins Semitala

Dr. Fred Collins Semitala

Executive Director

Dr. Semitala is the Executive Director and Secretary to the Board. He trained as a physician at Makerere University and trained in evidence-Based Medicine from the Institute of Tropical Medicine, Belgium. He has a Master of Public Health in Epidemiology from the University of California Berkeley, USA and postgraduate training in implementation Science from the University of California San Francisco.

Dr. Semitala has over 20 years of experience in HIV-care and training and over 14 years of HIV programming & research.  He oversees the largest HIV clinic and Centre of Excellence in Uganda. His research interests are in implementation research and capacity building for an improved HIV care cascade, HIV associated TB and integration of other co-morbid conditions into HIV care.  

Ms. Aninah Musoke Nalule

Ms. Aninah Musoke Nalule

Director Financial Management and Operations

Aninah is a talented finance professional with over 15+ years of experience in financial and grants management in international development and emergency relief contexts. She is a veteran in institutional system strengthening, financial management, grants management, budgetary controls, business partnering and devoted to fighting fraud and corruption. She is a certified accountant and a member of Association of Chartered Certified Accountants (ACCA), UK. She holds a Bachelor of Science in Accounting and Finance from Kyambogo University. She is also trained in USAID Rules and Regulations, Fraud ffighting and Sub award Management.

Dr. Moses Arinaitwe

Dr. Moses Arinaitwe

Chief of Party, USAID LPHS-EC Project

Dr. Moses Arinaitwe is the Chief of Party for the USAID LPHS-EC Activity. Prior to this, he was the Deputy Chief of Party for the USAID RHITES-E Activity where he oversaw technical programs planning, implementation, district coordination, capacity building, QI, Supply Chain Management and Strengthening Human Resources for Health. He also worked as Director of HSS and Director Strategic Information/Quality Improvement for the USAID STAR-E and USAID SUSTAIN Projects respectively. Dr. Arinaitwe has over 20 years’ experience that includes management of large projects and proposal development, with expertise in health systems strengthening, quality improvement, leadership and governance among others. He holds a bachelor’s degree in medicine (MBChB), postgraduate trainings (MSc and MBA) degrees from Makerere University, and several other relevant short courses.

Francis Wasagami, MPH, MSc, B. Stat

Francis Wasagami, MPH, MSc, B. Stat

Director Monitoring, Evaluation & Learning

Mr. Wasagami is a public health specialist and a health programs monitoring and evaluation expert with over 20 years’ experience in monitoring and evaluation (M&E) systems development, implementation, and capacity development. Mr. Wasagami holds a Master of Public Health degree from the University of Pretoria, South Africa, 2013, Master of Science in Computer Science (Makerere University, 2009) and a Bachelor of Statistics degree (Makerere University, 2000). Over the 20 years’ period, Mr. Wasagami has successfully managed teams and systems to ensure availability and use of high-quality information for health programs implementation and management. His expertise includes managing projects, designing, and implementing monitoring and evaluation systems, and conducting project evaluations. Francis currently leads the M&E function of the Makerere University Joint AIDS Program (MJAP) implemented, and PEPFAR/USAID funded Local Partner Health Services in East Central Uganda (USAID LPHS-EC) Activity as Director Monitoring, Evaluation & Learning

 

Dr. Martin Muddu

Dr. Martin Muddu

Deputy Chief of Party, USAID LPHS-EC Project

Dr. Martin Muddu holds both a master’s degree in Internal Medicine and a bachelor’s degree in medicine and surgery from Makerere University. He has additional training in Implementation Science from the University of California San Francisco. Dr. Muddu has over 10 years of experience in HIV, TB and Non-Communicable Diseases (NCDs) clinical and program management. He has special skills and experience in HIV, TB and NCDs care and treatment, a program section he has led for 4 years at MJAP. Before joining MJAP, Dr. Muddu worked as Regional Medical Director at AIDS Healthcare Foundation-Uganda Cares in the Eastern and North Eastern regions as well as Care and Treatment Consultant at USAID’s Regional Health Integration to Enhance Services in East-Central Uganda (RHITES-EC).  He seeks to advance his career through supporting programming, research and clinical services of HIV and co-morbidities. Dr. Muddu’s research focuses on NCDs/HIV implementation science.

 

Anne Lee Nakaweesi

Anne Lee Nakaweesi

Human Resources Manager

Anne has over 15 years’ experience in Human Resource Management and Administration both in government and non-government sectors. She has built her career through developing, reviewing and implementing comprehensive HR systems, policies and strategies. She was instrumental in setting up the HR department at Uganda AIDS Commission (UAC) and sourcing for a multi-skilled talented team to drive coordination of the HIV/AIDS national response, during the early stages of the epidemic.

Dr Samuel Kawuma

Dr Samuel Kawuma

Care & Treatment Advisor

Dr Samuel Kawuma holds a bachelor’s degree in Medicine and Surgery and a Masters of Public health from Makerere University. He has additional training in advanced HIV disease management and Clinical research from the European AIDS Clinical Society.

Dr Kawuma has over 11 years’ experience in HIV clinical care, research and programming. He has special skills in implementation of HIV Prevention, Care and treatment services and with interest in HIV/TB programming and research.
