SENIOR MANAGEMENT TEAM

The MJAP Senior Management team handles the administrative, management, reporting and resource mobilization for the program. It is comprised of:

Dr. Fred Collins Semitala

Dr. Fred Collins Semitala

Executive Director

Dr. Semitala is the Executive Director and Secretary to the Board. He trained as a physician at Makerere University and trained in evidence-Based Medicine from the Institute of Tropical Medicine, Belgium. He has a Master of Public Health in Epidemiology from the University of California Berkeley, USA and postgraduate training in implementation Science from the University of California San Francisco.

Dr. Semitala has over 20 years of experience in HIV-care and training and over 14 years of HIV programming & research.  He oversees the largest HIV clinic and Centre of Excellence in Uganda. His research interests are in implementation research and capacity building for an improved HIV care cascade, HIV associated TB and integration of other co-morbid conditions into HIV care.  

Dr Samuel Kawuma

Dr Samuel Kawuma

Care & Treatment Advisor

Dr Samuel Kawuma holds a bachelor’s degree in Medicine and Surgery and a Masters of Public health from Makerere University. He has additional training in advanced HIV disease management and Clinical research from the European AIDS Clinical Society.

Dr Kawuma has over 11 years’ experience in HIV clinical care, research and programming. He has special skills in implementation of HIV Prevention, Care and treatment services and with interest in HIV/TB programming and research.  

Mr. Shafik Malende

Mr. Shafik Malende

Ag. Director MEL

Mr. Shafik Malende is an experienced M&E practitioner with a demonstrated history of working in health-related projects. He holds a Bachelor of Science degree in computer science from Makerere university with additional training in Monitoring and Evaluation from Uganda Management Institute. He is currently finalizing his master’s in public health degree from Makerere University. Mr. Malende has a passion for research and has written and presented abstracts at different conferences. Over the past 10 years, he has been able to implement robust M&E systems, identify and monitor key program activities to document results and attribution for several projects.

Dr. Moses Arinaitwe

Dr. Moses Arinaitwe

Chief of Party, USAID LPHS-EC Project

Dr. Moses Arinaitwe is the Chief of Party for the USAID LPHS-EC Activity. Prior to this, he was the Deputy Chief of Party for the USAID RHITES-E Activity where he oversaw technical programs planning, implementation, district coordination, capacity building, QI, Supply Chain Management and Strengthening Human Resources for Health. He also worked as Director of HSS and Director Strategic Information/Quality Improvement for the USAID STAR-E and USAID SUSTAIN Projects respectively. Dr. Arinaitwe has over 20 years’ experience that includes management of large projects and proposal development, with expertise in health systems strengthening, quality improvement, leadership and governance among others. He holds a bachelor’s degree in medicine (MBChB), postgraduate trainings (MSc and MBA) degrees from Makerere University, and several other relevant short courses.

Ms. Florence Kitaka

Director Financial Management and Operations USAID/LPHS-EC/MJAP Activity

Ms. Florence Kitaka is the Director Financial Management and Operations USAID/LPHS-EC/MJAP Activity. Florence has over 15 years of successful experience in managing UN, USAID, EU and other International Donor funded projects. Prior to joining MJAP, she was the Associate Director of Operations at Elizabeth Glasser Pediatric AIDS Foundation. She is a Certified Public Accountant of Uganda and also holds a master’s degree in Business Administration from Uganda Martyr’s University Nkozi.

CPA Ronald Isiko Kibwika

CPA Ronald Isiko Kibwika

Internal Auditor

Ronald has over 11 years’ experience in Auditing for government and non-government sectors including USAID PERPAR funded organizations. He has built his career through developing sound internal control systems,  comprehensive Risk management strategies and promoting good corporate governance practices. He is a Certified Public Accountant of Uganda, certification in Fraud Risk management from ACCPA and holds a bachelor’s degree in Business Administration from Makerere University

Dr. Martin Muddu

Dr. Martin Muddu

Deputy Chief of Party, USAID LPHS-EC Project

Dr. Martin Muddu holds both a master’s degree in Internal Medicine and a bachelor’s degree in medicine and surgery from Makerere University. He has additional training in Implementation Science from the University of California San Francisco. Dr. Muddu has over 10 years of experience in HIV, TB and Non-Communicable Diseases (NCDs) clinical and program management. He has special skills and experience in HIV, TB and NCDs care and treatment, a program section he has led for 4 years at MJAP. Before joining MJAP, Dr. Muddu worked as Regional Medical Director at AIDS Healthcare Foundation-Uganda Cares in the Eastern and North Eastern regions as well as Care and Treatment Consultant at USAID’s Regional Health Integration to Enhance Services in East-Central Uganda (RHITES-EC).  He seeks to advance his career through supporting programming, research and clinical services of HIV and co-morbidities. Dr. Muddu’s research focuses on NCDs/HIV implementation science.

 

David Mutesasira

David Mutesasira

Human Resources Manager

Mr. David Mutesasira is a a seasoned mult-skilled Human Resource Specialist with invaluable experience Organization Development, Change Management, Performance Management and HR leadership. A Self driven enthusiastic leader who has served in both local and International organizations utilizing best practices across the industry with passion for building engaged, diverse, and inclusive teams across all levels of leadership. With 12 years of experience in Human Resources best practice and passion for fostering the potential in others, David is a trusted advisor to assigned leaders who ensures that organizations deliver value-added services that reflect business objectives. Prior to joining MJAP, Mr. Mutesasira was a Principal Consultant at Vision Consultants (U) Ltd having worked previously as the Country Human Resource Manager Food for the Hungry, Inc. A chartered Human Resource Analyst and a Fellow of the American Association of Project Managers (FAAPM), He holds a Bachelors of Human Resource Management (Makerere University) a Master’s in Business Administration (Bugema University, East Africa) and Diploma in Education (Kyambogo University). He is a member of the Human Resource Managers Association of Uganda (HRMAU) and a pioneer Executive Committee member of the INGO HR Network- Uganda. He has served on several Boards and previously and Consulted for private, local entities & INGO’s.
